What is voluntary withholding?
A voluntary withholding agreement is an arrangement in which an employer and employee agree to allow the employer to withhold a specific amount from the employee’s payroll check.
Do I want my taxes withheld?
Ideally, you want your annual withholding and your tax liability for the year to be close, so that you don’t owe a lot or get back a lot when you file your return. (Remember, a large refund just means you gave the IRS an interest-free loan.)

Do you have to pay taxes on both wages and withholding?
If your wages are subject to foreign tax withholding, then you are not subject to federal income tax withholding. If you are having both taxes withheld from your pay, let your payroll department know so that they can “turn off” FIT withholding for you.
Can a payer withhold 7% of a payment?
